In this NDB_STTOR phase, both
DBLQH and DBDICT clear
their internal representing the current restart type. The
DBACC block resets the system restart flag;
DBACC and DBTUP start a
periodic signal for checking memory usage once per second.
DBTC sets an internal variable indicating
that the system restart has been completed.
